The Hidden Empire

Mysterious hooded creatures lurk in the shadows of the proud city of Swampbreach. Nobody knows where they come from, nor what they are or want but rumours abound.

The city authorities are in two minds about this: some people are pretty vocally offering money for anything which might lead to solve this mystery, while others are doing their best to stop any discussion of the topic, even arresting people for bringing it up. People are scared of the creatures, of the Watch, of each other. Tension is building up.
